A game played without dice has to improvise the deal, which works until the first time somebody questions it. There is no agreed alternative, which is why dice are standard equipment everywhere the game is played seriously.
Standard dice give a number that has to be counted round the table to find a seat. Dice marked with the four winds give the answer directly.
It is faster and it removes the miscounts that happen at the end of a long evening, particularly on a table where the seating has rotated several times.
Dice are small, cheap and invisible in a product photograph, so they are the first thing dropped from a set assembled to a price. Buyers discover the omission on the first evening, which is exactly the wrong moment.

The American box holds more: jokers, spare blanks, and larger tiles that need racks. The Chinese box stops at 144 and is often played straight onto a mat. Dice are the piece both share and both frequently lose, since they are the smallest thing in the set and the first to migrate to the bottom of a bag.
New, it follows size, material and finish, and the spread is wide enough that the number is meaningless without those. Second hand, the answer collapses to one word: complete. A set with every tile is worth something and the same set missing a die or a wind marker loses most of that value, which is why the small pieces are worth replacing as soon as they go.
